Dr. Khachaturyan previously served as CEO at HayPost, the national postal operator of Armenia, and as Reengineering Director at Armenia Telephone Company. Prior to that Dr. Khachaturyan was policy analyst at the Centre for European Policy Studies (CEPS), Belgium.
He has a strong and progressive track record of accomplishments in reengineering telecom and postal operators through process innovation, horizontal integration, cost cutting and new product strategies. He is an experienced public policy and regulatory analyst in the areas of development of financial markets, corporate governance and institutional reform in the EU.He is a high-performing and accomplished business executive experienced in strategic business development, organizational design, business regulation and change management.
His academic and policy-oriented recommendations are at the core of company law and corporate governance reform in the EU. In 2006, the Federation of European stock Exchanges presented Dr. Khachaturyan with the Josseph De La Vega Prize for outstanding research on the securities markets in the EU.
Dr. Khachaturyan holds a PhD degree in Economics from the University of Siena, Italy, a MA degree in Economics from the Central European University (Budapest, Hungary), and a MBA degree from the American University of Armenia.
